Ripple CEO to Testify Before Senate Banking Committee on Crypto Regulation

Ripple CEO Brad Garlinghouse has reaffirmed he will be providing testimony before the U.S. Senate Banking Committee on Wednesday, July 9, 2025. The testimony is included in a wider crypto market structure hearing intended to serve as a means of dealing with the rapidly evolving regulatory environment.

Garlinghouse’s Statement on the Testimony

In a statement, Garlinghouse expressed his honor at receiving the invitation to attend the hearing. “I am honored to be invited to testify before the Senate Banking Committee this Wednesday regarding the need for passage of crypto market structure legislation,” Ripple’s CEO said. He emphasized the importance of such legislation in shaping innovation, financial opportunity, and consumer protection.

The U.S. Regulatory Environment and Ripple’s Litigation History

Garlinghouse’s testimony comes at a pivotal time for Ripple, with the company leaving behind a decade-long legal battle. The U.S. court recently declared that XRP is not a security, and Ripple has now withdrawn its appeal in regards to the court’s permanent injunction on institutional sales of XRP. While this is new news, Ripple has been in negotiations with U.S. regulators, including the SEC, since 2013.

The Significance of the Senate Hearing

Garlinghouse’s role in the crypto industry makes his presence at the Senate Banking Committee hearing significant. The hearing, accompanied by other top industry executives, follows recent moves from lawmakers like Senate Banking Chairman Tim Scott and Subcommittee Chairman Cynthia Lummis to implement a more comprehensive regulatory framework for digital assets.

A Look Ahead: The Future of Crypto Regulation

As the process of passing the GENIUS Act goes forward, and as there are further advances toward enactment of market structure bills, this hearing is a step toward addressing the regulatory concerns of the cryptocurrency space. Senators and industry leaders will continue to grapple with how to balance innovation with proper consumer protection.
